Abstract
This paper proposes a disciplined alternative to premature political closure. It places autonomy, stability, and non-domination at the center of strategic decision-making, and considers confederation as a means of preserving cooperation through consent. Security restraint, economic control, institutional preparation, and internal cohesion underpin the framework.
